Highland, CA Trash & Recycling: Bin Placement Rules (2026)

Three subsections of § 8.12.170 set the bin clock in the City of Highland. Subsection D says no container shall be placed adjacent to a street or public right-of-way for collection service more than 24 hours prior to the normal collection time. Subsection E says containers shall be removed from the street or right-of-way location within 12 hours after collection. Subsection H says all residential solid waste must be placed out at the curb pickup site by 6:00 a.m. on the designated pickup day. Together they create a window that opens 24 hours before the normal collection time and closes 12 hours after the truck has been by, with a hard 6:00 a.m. deadline on the day itself.

Placement rules sit in neighboring sections. During the hours for collection, § 8.12.200 requires residential containers to be placed at the curb or right-of-way and to be accessible for mechanized pick-up, while commercial bins only have to be accessible to the contractor. Between collections, § 8.12.160 requires containers to be kept in a suitable place defined by the city's development code, zoning code or general plan. Collection itself runs from 6:00 a.m. to 6:00 p.m., Monday through Saturday, under § 8.12.190(D), which is why the 6:00 a.m. set-out deadline matters.

Containers must also be the right containers. Under § 8.12.170(A) and (B), refuse and recyclables go in the standard containers or bins approved by the public works subcommittee and the collector, and no person can place for collection a container that does not conform to the city's standard. Subsection I requires every person served to keep the receptacle clean and sanitary.

A remote lot can get relief. Under § 8.12.350(A), parcels over two and one-half acres, or lots and residences extremely removed from the street, can receive an exception to § 8.12.160 waiving placement of standard containers, provided the containers are screened from the street, the city's code compliance officer validates the need, and a one-time fee of $22.00 is paid. Handicapped individuals showing handicapped status are entitled to free carry out to the collection vehicle under § 8.12.350(C).
