Section 24.03.004(a)(1) requires each residential household to keep one or more portable containers made of galvanized metal or plastic, fitted with side handles and lids that close securely enough to be rodentproof and flyproof; the containers must stay clean inside so they do not attract mosquitoes or other insects, and each must hold no less than 20 gallons and no more than 32 gallons. Subsection (a)(2) allows trash, as opposed to garbage, to go out in sturdy, securely fastened plastic bags instead of a rigid can.

Subsection (b) caps the weight of a manually loaded container at 80 pounds and lets the sanitation superintendent condemn any can that has deteriorated to the point of jagged or sharp edges or a lid that no longer fits; an owner who does not replace a condemned container after notice risks having it confiscated. The commercial equivalent in § 24.03.005 lets the city require dumpster-style containers suited to mechanical pickup at the sanitation superintendent's discretion, and businesses may share containers with an adjacent small business. A commercial premises can use residential-style 20-to-32-gallon cans only with the sanitation superintendent's permission, in which case pickup happens on the residential route.
