Section 24.03.011(a) puts the cost of removing heavy accumulations, such as brush, broken concrete, ashes, appliances, sand or gravel, automobile frames, dead trees, or tree limbs longer than three feet or thicker than six inches, on the owner or person controlling the property. Subsection (b) extends that owner-pays rule to waste from building operations, including rock, dirt, concrete, brick, tile, plaster, and debris from a general property cleanup or from land cleared for construction; the city will not remove it. Subsection (c) similarly puts tree-trimming debris on whoever hires the trimmer, not the city's regular service.

The one exception is subsection (d): after storm damage, the city will remove tree trimmings and brush debris if the owner or occupant submits a written request and places the material in or adjacent to the street right-of-way, charging a minimum fee from the appendix A fee schedule plus an additional charge for each five-minute increment of on-site crew time beyond the first five minutes. Appendix A, § A3.001 prices two related services outside the storm-brush process: a tenant clean-out of up to 10 cubic yards costs $150.00, and an additional pickup of up to 3 cubic yards or 6 carts costs $8.75 per pickup.
