Hutto, TX Trash & Recycling: Dumpster Rules (2026)

Section 6.02.052, the city's amendments to its adopted International Building Code, adds jobsite-management rules at item (17): construction debris on all building and construction jobsites within the corporate limits of the city must be contained using dumpsters, roll-off containers, or a wire-mesh fenced area whose openings are small enough that a four-inch sphere cannot pass through. A temporary dumpster is permitted if it is sturdily constructed of one-half inch oriented strand board (OSB) or equivalent material. The same item places the duty broadly on everyone at the site: the owner, contractor and all other persons on the job site must take all reasonable measures to prevent trash or construction debris from being blown out of a dumpster, container, or other confined area, so wind-blown debris escaping an otherwise-compliant container can still trigger a violation if reasonable precautions were not taken.

The requirement sits alongside other jobsite conditions in the same amendment: item (16) requires a clear, accessible path free of construction debris or equipment for inspectors and workers, item (18) requires operating erosion controls for the duration of the permit, and item (19) requires OSHA-compliant fall protection. Because these are conditions attached to the building permit under division 2 of article 6.02, Development Services building inspectors can cite noncompliance during a routine inspection, and unresolved violations are enforceable under the citywide general penalty in section 1.01.009.
