Section 19-7(c) and (h) of the Margate Code control where and when garbage carts sit. The cart must be curbside by 7:00 a.m. on the scheduled collection day, with the attachment bar facing the street and at least 3 feet from other objects on all sides. Residents keep the area in front of the cart clear and put nothing on top of it, and a full cart holds at most the lesser of 150 pounds or its maximum capacity. Section 19-7(h) bars placement earlier than 5:00 p.m. on the evening prior to collection and requires removal from the curbside within 12 hours after collection. Section 19-7(b) adds that the lid must close completely. Section 19-1(10) defines curbside as the area immediately behind the curb, between the sidewalk and the street, or along the curbline adjacent to the sidewalk where there is no curb.

Other waste streams run on different clocks. Recycling carts follow a matching window of 5:00 p.m. the evening prior to 7:00 a.m. on collection day, sit immediately behind the curbline or in the swale where there is no curb, and are removed within 12 hours (Section 19-10(a)(2)). Bulky waste and yard waste go out by 7:00 a.m. on collection day and no earlier than three days prior (Section 19-8). Mechanical containers at multifamily and commercial sites need clear truck access on collection days (Section 19-7(d)), and the city manager designates the location and number of containers under Section 19-7(f).

Section 19-11(f) preserves the city's power to require a special collection, at the owner's expense, where garbage and trash is placed at curbside earlier than 5:00 p.m. of the day preceding scheduled collection.
