Sandy, UT Trash & Recycling: Bin Placement Rules (2026)

Sandy City Code section 19-4-3 makes every owner, tenant, or occupant where garbage is created responsible for a durable receptacle, or the City-issued automated cart, fitted with a tightfitting cover. Receptacles must sit somewhere readily accessible for collection but never within the limits of a street or alley, and never in a way that creates a nuisance. The same section bars storing garbage and rubbish receptacles within the front yard setback of a home, or, on corner lots, within the front and side setbacks that face public streets, except during the time period the City sets aside for collection.

Containers must be kept in a clean and sanitary condition, and garbage cans must stay tightly covered at all times except while garbage is being deposited or removed, so flies cannot reach the contents. Section 19-1-2 defines garbage and rubbish broadly, covering household food waste, packaging, and similar debris, while excluding bulky waste and hazardous waste, which fall under separate rules. A duly authorized City representative or the City's solid waste contractor may inspect premises under section 19-4-5 to confirm compliance. Sandy's rules exist to keep bins out of sight lines and off the public right-of-way between pickups, not just on collection day itself, so residents who store carts along the driveway or front walk year-round are out of compliance even if the container itself is tidy.
