Stonecrest, GA Trash & Recycling: Bin Placement Rules (2026)

Stonecrest Code Sec. 22-28 governs how residential refuse is prepared and placed for pickup by the DeKalb County crews that collect under contract with the City. Garbage first goes into watertight, securely tied plastic bags placed in an approved receptacle. The occupant must then set that receptacle, plus tied bundles and bags, at a front curbside spot that does not block passage, though the residential superintendent may order side placement for topography or efficiency. Timing is exact: refuse cannot reach the curb before 5:00 p.m. the day before scheduled pickup, and it must be out by 8:00 a.m. on collection day or before the sanitation truck arrives, whichever comes first.

Anything left curbside after the crew departs sits at the owner's own risk, and if it litters the street the owner can be prosecuted under Chapter 22. Once the truck empties the container, the occupant has until 7:00 p.m. that same day to move it back to storage nearer the house than the street. Chapter 22 carries no fine schedule of its own, so violations of this timing and placement duty fall under the Code's general penalty at Sec. 1-11, and the duty applies to every occupied residential premises in the city regardless of who physically hauls the refuse.
