Waynesville Municipal Code § 220.030 spells out where containers go and when. Solid waste containers required for residential storage under Chapter 220 must be placed at the curb or alley for collection, and they cannot be set out there until the regularly scheduled collection day arrives; putting a can out early is treated the same as leaving it out too long. The rest of the week, § 220.030 requires residential containers to be stored back on the residential premises rather than left at the curb, while commercial containers must stay on private property unless the City has given written permission to use public property instead.

Any storage site, residential or commercial, has to be well drained and fully accessible to collection equipment, public health personnel, and fire inspection personnel. The container itself is regulated too: § 220.020 caps residential containers at 35 gallons, requires them to be leakproof, fly-tight, fitted with a lid, and light enough with the contents to weigh no more than 75 pounds, and lets the City Administrator approve disposable bags or other frames as substitutes. A related nuisance rule in § 220.080 makes it a separate violation to let solid waste accumulate on a property for more than seven consecutive days, whether or not it is properly bagged at the curb.
