Waynesville, MO Trash & Recycling: Recycling Requirements (2026)

Waynesville Municipal Code § 220.090 imposes a single service charge, for each dwelling unit in the City other than units producing only commercial solid waste, that covers the collection, transportation, and disposal of both residential solid waste and recycling together, plus incidental expenses. The code does not carve out recycling as an optional add-on: the charge is payable for each dwelling unit for any billing period during which any City utility, water, sewer, natural gas, or electric, remains turned on for that unit, regardless of whether the unit is actually occupied or used.

The only escape from the charge is for the owner or occupant to demonstrate to the City Administrator, or to the Mayor if that office is vacant, that no solid waste was generated during that billing period; showing that the hauler simply did not pick anything up is not sufficient proof. The Utility Billing Department collects the charge on the regular utility statement, listing it separately, and the code ties the whole arrangement to the City's broader health and sanitation program alongside its electric, gas, water, and sewer utilities.

Because the ordinance folds recycling into the same undivided charge as trash pickup rather than setting separate sorting, container, or opt-in requirements, the practical rule for residents is that recycling comes bundled with, and paid for through, the same mandatory monthly bill as solid waste service.
