Waynesville Municipal Code § 220.080, titled Prohibited Practices, makes it unlawful for any person to throw or permit solid waste to be deposited or scattered on a sidewalk, street, bridge, public passageway, public place, public recreation area, park, or in a public building or vehicle, other than by putting it in a proper solid waste container. The same section separately bans throwing or scattering waste on any private property, including property the person themselves owns, unless it is deposited in a container. Section 220.080 also bans burning solid waste without an approved incinerator or prior City authorization, and disposing of waste anywhere other than a facility the City and the Missouri Division of Health have approved.

A related timing rule caps accumulation: an occupant may not let solid waste build up on a property for more than seven consecutive days unless the hired hauler is delayed through no fault of the occupant, and an owner who is not the occupant gets ten days' written notice from the City before being considered in violation. Interfering with collection equipment or collectors, and depositing waste in someone else's container without written consent to dodge the service charge, are also listed as unlawful acts under this section.
