Waynesville Municipal Code § 220.060 requires an annual permit from the City before anyone can engage in the business of collecting, transporting, processing, or disposing of solid waste within the corporate limits; the requirement does not reach employees of a permit holder, but it does reach the operator itself. Section 220.010 defines a mobile waste container, also called a heavy waste container or roll-off, as an open-top container used to service construction sites, demolition, and home improvement projects, ranging from ten to forty cubic yards and requiring transport by a roll-off truck.

To get licensed, an applicant must carry public liability insurance of at least $1,000,000 per occurrence and Workers' Compensation coverage, and must pay the fees § 220.060 lists: $100 for the company license itself, $25 per regular collection vehicle, $50 per special collection vehicle (which also needs a $1,000 bond per vehicle), and $15 per mobile waste container. Vehicle and container stickers obtained after July 31 of the licensing year are prorated to $12.50 per regular vehicle, $25 per special vehicle, and $7.50 per container.

The City Administrator inspects solid waste operations for compliance, issues written notices of violation with a correction deadline, and can suspend or revoke a permit if corrections are not made in time, though one extension can be granted where delay poses no public health hazard. A permit holder aggrieved by a notice or order can appeal to the City Council in writing through the City Clerk within ten days.
