Waynesville, MO Trash & Recycling: Pickup Rules & Schedules (2026)

Waynesville Municipal Code § 220.030 sets the operating rules for pickup. The City is responsible for collecting all residential solid waste within the corporate limits, but it may deliver that service by contracting with a person, a county, another city, or a combination of them for all or part of the City, whichever the City decides serves its best interests. Commercial pickup works differently: the City may offer it on request, but if an owner does not apply for or is not approved for City service, that establishment must arrange its own compliant disposal.

Once solid waste is loaded into transportation equipment, ownership passes to the collection agency, cutting off any claim by the original owner or occupant. To do the job, solid waste collectors employed by the City or its contracted hauler are expressly authorized to enter private property, but the ordinance draws a hard line at the front door: collectors may not enter dwelling units or other residential buildings to collect residential waste. Commercial waste can be removed from inside a commercial building only with the owner's written request and the City Administrator's approval.

Collectors are also responsible for carrying waste from the point of pickup to the truck, and any spillage or litter they cause while doing that job must be cleaned up and placed in the vehicle, provided the waste was stored the way § 220.020 requires in the first place.
