Waynesville Municipal Code § 220.090 fixes the floor for residential service: solid waste must be collected not less than once per week, and commercial establishments must get at least weekly service too unless more frequent pickup is required under the rules the City Administrator promulgates for schedules and routes under § 220.070. The City itself may run collection directly or contract it out to a person, county, or another city under § 220.030, but the weekly minimum applies either way.
