Section 975.01(b) of the Solid Waste Management System defines "bulky waste" as items whose large size precludes handling by normal collection methods. Under Section 975.07(b), those items, including refrigerators, stoves, water heaters and other white goods, must be placed at the curb no sooner than twenty-four hours before the scheduled pickup, and the Sanitation Department collects them separately, within one business day of the standard route, rather than with the weekly cart pickup. A related rule at Section 975.07(d) governs bulky items left behind after an eviction or other change of possession: the property owner must containerize the material, and if there are more than two bulky items, rent a dumpster, disposing of everything within 48 hours of placement.

If the owner does not containerize or clear the items within that 48-hour window, the Director of Public Service can have the property cleaned using City labor or a contractor and charge the cost to the owner's combined sanitation, water and sewer bill, with a minimum fee of $500.00. An owner disputing that charge can appeal in writing to the Utility Accounts Review Board under Chapter 148, and if the bill goes unpaid thirty days after notice, the City can report the debt to Council for assessment as a lien on the property.
