Section 10-6.1 controls the timing. No one may set out bulk trash or yard waste, or create an outdoor accumulation of it, earlier than the Saturday before the scheduled pickup day, and that pickup day is the day each month the franchisee designates. A residential customer may not set out more than fifteen cubic yards of bulk trash or yard waste, or both, for any one scheduled collection. On pickup days yard waste may be tied, bundled or stacked in piles, but no item may exceed six feet in length or six inches in diameter, and land clearing debris is excluded.

White goods holding Freon are excluded unless a sticker shows the Freon was removed. Disposing of construction and demolition debris outside the city franchise is a code violation carrying a city fine up to $500.00 per removal.
