Section 86-32 defines bulk waste as accumulations of yard waste or junk requiring additional handling but not more than two persons to lift, including white goods, furniture, television sets, small lawn equipment, grills and bicycles, but excluding motorized vehicles and motors such as cars, trucks, motorcycles and boat motors, or similar items no longer useful to or abandoned by the owner whose size or weight precludes normal disposal. The same section separately defines contractor-generated waste as bulk trash or bulk yard trash produced by builders, contractors, tree services, landscapers or nurseries, a category handled outside the standard residential bulk-waste process.

Section 86-37 sets the enforcement mechanism: if a customer has not removed extra nonconforming solid waste, industrial waste, hazardous waste, noncombustible refuse or similar material within 24 hours of city notification, the city's representative may order the removal directly, and all costs incurred are charged against the customer's utility account or otherwise made due and payable under the article. This sits within the exclusive franchise structure of chapter 86, where the city's contracted hauler otherwise handles routine bulk waste collection under the residential collection division.
