Section 86-34 lists prohibited acts under the city's solid waste article, and subsection (5) makes it unlawful to place solid waste or recyclable materials out for collection earlier than 5:00 p.m. of the day before a scheduled collection, or to leave containers adjacent to the street any later than 7:00 p.m. on the day they are emptied. Section 86-127(a) reinforces the same window for residential and commercial curbside and alley collection, adding that containers must sit at locations readily accessible to the contractor, normally not exceeding eight feet from the curb or the edge of the traveled portion of an alley or street, and that any variation needs a city representative's approval on an application filed at least 30 days in advance.

Subsection (6) of § 86-34 further bars setting waste out at any location not serviced by the contractor or permittee. Collection itself, per § 86-129(a), runs Monday through Friday between 7:00 a.m. and 7:00 p.m., so the 5:00 p.m. to 7:00 p.m. set-out and removal window is built around that weekday schedule and the city's exclusive franchise hauler.
