City Code § 86-126(c) makes the solid waste contractor responsible for purchasing, delivering and replacing roll-off and roll-off compactor containers for both commercial and residential customers, though a customer may buy a compactor outright, subject to the same equipment rules that apply to contractor-owned units: a uniform, city-approved color, the contractor's name and phone number on two sides of the box, unit markings if the city asks for them, and regular cleaning and painting. Placement is governed separately by § 86-127(c): a roll-off has to sit on private property at a spot the truck can reach, and only the city's representative can approve using city property instead, after reviewing the request.

If a container must go in the street because there is nowhere else to put it, the customer, not the contractor, is on the hook for renting and setting up lighted barricades around it. Any different placement needs a written application to the city's representative filed at least 30 days ahead of time. Roll-off pickup, transport and disposal is limited to specific hours under § 86-129(d): 3:00 a.m. to 7:00 p.m. for commercial roll-offs, narrowed to no earlier than 7:00 a.m. near residential areas or after noise complaints, and 7:00 a.m. to 7:00 p.m. for residential roll-off service.

Anyone hauling their own source-separated commercial recyclables instead of using the city's contractor needs a separate nonexclusive permit under § 86-398, backed by Florida DEP certification and proof the material will reach a state-certified recycling facility.
