Full Breakdown

Section 167-3K covers brush. Bushes, limbs, branches and small trees from incidental pruning, ornamental tree maintenance or minor storm damage, up to four inches in diameter with the stumps or root balls removed, go to the curb with the cut ends facing the street. They are placed in one pile no larger than 10 feet wide by four feet high by eight feet long. Oversized amounts of brush and logs from large or multiple tree removal and clearing are the responsibility of the homeowner or contractor.

Section 167-3L defines bulk waste as an item too large to fit inside a person's trash receptacle. No item or combination of items can exceed 10 feet wide by five feet high by six feet long, and no one item can exceed 50 pounds in weight. Acceptable examples are a chair, desk, mirrors, home furnishings, and rugs cut into three-foot sections no wider than 12 inches. Unacceptable items are air conditioners, dehumidifiers, appliances, concrete, pavers, bricks, asphalt, electronics, tires and asbestos materials. Under § 167-3I, metal and recyclables are source-separated and placed separate from bulk trash, and under § 167-3J the Township does not collect hazardous materials including asbestos, gasoline, paints and oils.

Construction debris is handled in Article II of Chapter 167. Since January 1, 1997 the Township has refused construction debris generated by private contractors, whether the contractor or the homeowner files the permit application (§ 167-7). It continues to collect certain debris from residents on minor home improvement projects such as replacing doors and windows, but not from large projects such as roof replacement, home additions, demolition of a structure, carpeting or cabinets. Final discretion rests with the Superintendent of Public Works. Eligible debris is limited to doors, windows, sheets of plywood and similar material other than asbestos or hazardous products, placed in an automated container or at curbside so as not to impede collection, and drywall or gypsum wallboard is never collected unless properly placed in an automated container (§ 167-8).

Violations & Fines

A violation of the bulk and brush rules in § 167-3 carries a penalty of not less than $50 nor more than $1,250, or imprisonment in the county jail not exceeding 90 days and/or up to 90 days of community service, with each day a separate offense (§ 167-6). A violation of the construction debris article is punishable by a fine not to exceed $1,000, imprisonment not to exceed 90 days or community service of not more than 90 days (§ 167-10).
