Section 8.04.130 sets a citywide collection window: no hauler may collect solid waste anywhere in La Habra before six a.m. or more than thirty minutes after sundown, which keeps truck noise out of the early morning and late evening hours across every residential area. Section 8.04.140, opening Article II's exclusive franchise scheme, makes it unlawful for anyone other than the city's franchisee to collect refuse, green waste, organic waste or recyclable materials from any premises, place a collection bin or receptacle at a premises, or transfer or remove those materials within the city; each day of an unauthorized operation is a separate offense.

Section 8.04.270 layers the mandatory service piece on top for single-family generators: every household must subscribe to the city's collection service for all solid waste generated on the premises, with the city retaining the right to review and adjust container size and service level for adequate capacity. Households may still reduce, manage on-site, or compost their organic waste without breaching the subscription duty.
