030 defines a temporary construction dumpster as one rented or leased for less than 90 days for temporary use in collecting residential or commercial construction debris, yard waste, or other non-putrescible solid wastes. That definition drives exemptions across the chapter. 040(F), which otherwise requires trash containers not set out for collection to be stored inside a structure or within five feet of the principal (main) structure. 070(B)(1) also exempts temporary construction dumpsters from the bear-resistant container requirement. But the carve-outs have limits. Contents are restricted: only construction or demolition debris and yard waste belong in a temporary construction dumpster, never household garbage, because the definition covers non-putrescible waste only.

040 applies to every trash container in Anchorage, dumpsters included, and forbids placing into the public right-of-way or yard setback any container that is not securely closed. A roll-off can sit at the curb through a renovation, but only closed up, and only within its rental term.
