AMC 21.05.060E.7 layers protections between recycling drop-off sites and Anchorage neighborhoods. Siting comes before anything else: bins cannot occupy required landscaping or pedestrian areas, and when the drop-off is the sole or principal use on its lot, the lot must be fenced. A drop-off adjacent to a residential district must specifically have a screening fence, not just any enclosure, so neighbors are shielded from the view of the containers.

Then comes the collection curfew. If a drop-off area sits within 200 feet of a residential district, no collection or pickup of the accumulated materials may occur between 10:00 p.m. and 6:00 a.m. That restriction targets the service side of the operation, the trucks and crews that empty the containers, which is the loudest part of running a drop-off site.

Glass triggers the strictest tier. If a site within 200 feet of a residential district includes containers for collecting glass, the entire area must be closed between 10:00 p.m. and 6:00 a.m. The distinction matters for residents and operators alike: a drop-off without glass bins may stay open to the public overnight so long as nobody empties it, but adding glass converts the overnight rule from a pickup ban into a full closure, cutting off the late-night noise of bottles as well as trucks.
