Blue Springs, MO Trash & Recycling: Dumpster Rules (2026)

Chapter 270 of the Blue Springs City Code applies to the location and length of use of portable storage containers and roll-off trash containers on residential property, and it treats roll-offs differently from a permanent trash dumpster regulated under the Unified Development Code. Section 270.040(B) requires that a roll-off not encroach onto a neighboring property or block access to emergency escape and rescue openings, and it must sit at least five feet from combustible walls, openings or roof eave lines; placing one in the City's right-of-way, improved or unimproved, or in the sight triangle described in Section 407.020(D)(3), takes written approval from the Director of Community Development.

Section 270.050(B) caps how long a roll-off can stay: no more than thirty consecutive days, or thirty-one non-consecutive days within any forty-five-day stretch, and no more than three separate non-consecutive placements in a calendar year. The Code carves out exceptions to that duration cap for a roll-off tied to a project holding a valid City building permit, for use during a mayor-declared disaster, or for a use approved through a conditional use permit. Portable storage containers, the moving-style pods rather than trash roll-offs, get their own eleven-foot minimum setback from the curb or street pavement and a fourteen-day (or fifteen non-consecutive days in thirty) limit under Sections 270.040(A) and 270.050(A). Both container types must stay free of rodents, insects and graffiti under Section 270.030.
