Blue Springs, MO Trash & Recycling: Bin Placement Rules (2026)

Section 255.030(B) of the Blue Springs City Code tells residents exactly where solid waste, trash containers, tied tree limbs and yard waste bundles may sit for pickup: either at the curb or no closer to the public street than five feet from the dwelling, including an attached garage, and the Code directs that waste be placed in the driveway unless the lot's physical limits make that impossible or create undue hardship. The same subsection sets the set-out window: containers cannot go to the curb before 6:00 PM the night before collection day and must come back in by 10:00 PM on collection day itself, so a cart left at the curb Wednesday morning for Thursday pickup, or left out past 10:00 PM Thursday night, is outside the rule.

Section 255.030(E) then governs the other six days: residential containers must be stored on the premises within five feet of the dwelling or attached garage at all other times, while commercial containers must sit on private property in a location that is well drained, properly screened, and fully accessible to the hauler's truck, City health staff and fire inspectors. The Director of the Solid Waste Management program, who is also the City's Codes Administrator, enforces both the placement and screening requirements, and a hauler's collection crew is responsible only for waste that was stored in compliance with the Chapter before pickup.
