Blue Springs, MO Trash & Recycling: Recycling Rules (2026)

Rather than a separate curbside recycling program written into the City Code, Blue Springs addresses recyclables through Chapter 255's anti-scavenger provision, Section 255.100. It is unlawful for any person, firm or corporation that is not licensed by the City and not under contract with the owner or occupant to remove any item, including but not limited to newspaper, aluminum, glass or plastic, that has been placed in or next to a house-side recycling container. The rule targets unauthorized scavengers who pick through a household's recycling bin before the licensed hauler arrives, since recyclable material set at the curb still belongs to the resident's contracted collection arrangement until it is picked up.
