Lenexa, KS Trash & Recycling: Dumpster Rules (2026)

Section 2-11-D-2 of the Lenexa City Code is the placement rule for business containers. Commercial solid waste and recyclable containers must be stored upon private property, unless the owner has been granted written permission from the City to use public property for that purpose. A dumpster in a street, alley or other public right-of-way without that permission is out of compliance.

The storage site itself carries three conditions. It must be well drained, fully accessible to collection equipment, public officers and fire inspection personnel, and screened as set forth in Title 4 of the Code. The Code's own footnote points to the outdoor screening provisions of the Unified Development Code, so a dumpster pad is designed with the enclosure in mind rather than fixed after the fact.

Section 2-11-D-1 adds the sizing and upkeep duty. The owner or occupant of every multifamily residential, institutional, commercial or business, industrial or agricultural establishment producing solid waste must provide sufficient and adequate containers in adequate number to serve the establishment, and must keep the containers, and the area around them, clean, neat and sanitary and in good repair at all times.

Emptying is tied to conditions, not a fixed day. Under Section 2-11-B-10, multifamily, commercial and industrial collection frequency must be as necessary to prevent overfilling or the creation of fire hazards or health and nuisance conditions and to keep the premises sanitary and unlittered. Trucks working within 200 feet of residential areas cannot start before 7:00 A.M. or run past sunset.

Two related points: the UDC definition of a temporary portable storage container says roll-off bins or dumpsters are not to be considered one, and Section 2-11-K-1(B) makes it unlawful to deposit refuse in a container that is not yours without the owner's written consent.
