Pico Rivera, CA Trash & Recycling: Dumpster Rules (2026)

Pico Rivera Municipal Code Section 8.12.480 makes it unlawful to use containers for the collection, deposit or transport of solid waste, commercial solid waste, construction, demolition and deconstruction debris, or green waste unless the container has been issued by the city's franchised collector, and a parallel rule bars unauthorized recycling containers unless issued by the collector or a salvage collector the city manager has authorized. Any container that does not meet this requirement is subject to removal under Section 8.12.520, which lets the city or its designee remove and impound an unauthorized container without prior notice to its owner.

If the container has contents, the city manager may order them disposed of if necessary to protect public health, safety and welfare. Once impounded, the city must send written notice to the container's owner within twenty-four hours, and the owner then has thirty days to redeem the container by paying the fee schedule, which covers removal, impoundment, content disposal at the city-designated transfer station or landfill, storage, and administrative overhead. If the container is not redeemed within thirty days, the city may sell it at public auction after mailing notice to the owner and at least four other collectors at least ten days beforehand; any deficiency between the sale price and the city's costs becomes an invoice against the owner.

Businesses that legitimately need a dumpster or roll-off must instead work through the city's authorized collector or obtain a self-hauler permit under Section 8.12.530, which the city manager must grant or deny within thirty days of receiving a complete application.
