Section 202, Holiday Schedule, in Appendix D to the Toledo Municipal Code lists the exact holidays the Division of Solid Waste observes: New Year's Day (observed), Martin Luther King Jr. Day, President's Day, Good Friday, Memorial Day, Independence Day (observed), Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, the Friday after Thanksgiving, Christmas Eve (observed), and Christmas Day (observed). That is 13 named dates, though the ordinance's own schedule mechanism describes the shift as repeating 11 times across the year.

The mechanic is a rolling delay rather than a skipped week: after each city holiday, refuse and recycling collection days leap ahead to the next business day and remain on that day until after the next holiday. In practice, if a household's normal collection day is a Monday and a Monday holiday like Labor Day or MLK Day falls on it, that week's pickup moves to Tuesday and every subsequent collection stays on Tuesday until the next observed holiday resets the cycle again. Because Thanksgiving, the day after Thanksgiving, Christmas Eve and Christmas Day sit close together on the calendar, several consecutive weeks of routes can shift in the same stretch.
