Toledo, OH Trash & Recycling: Recycling Rules (2026)

Two provisions in Appendix D to the Toledo Municipal Code police how residents use the recycling program day-to-day, separate from Section 211's list of what materials are accepted. Section 212, Recycling Participation Definition, sets a minimum use standard: recycling participation is defined as participating in the curbside recycling program on a monthly basis. A household that doesn't meet that monthly threshold faces a real consequence, failure to place recyclable materials at the curbside on a monthly basis may result in removal from the recycling incentive fee program, or the resident is subject to receive a Notice of Liability and a fine under Section 961 of these rules.

Section 215, Unauthorized Use of Recycling Container, addresses the other side of compliance, putting the wrong material in the blue bin: residents are not allowed to place unrecyclable material in the recycling container, and a list of acceptable recyclable materials is listed on the top of the recycling container and/or available on the City website. The same enforcement path applies: if unauthorized, unrecyclable materials are placed in the recycling container, the resident is subject to receive a Notice of Liability and a fine under Section 961 of these rules and/or removal from the recycling incentive fee program.

Both sections point to the same two consequences, loss of the incentive-fee program and a Notice of Liability, rather than an automatic missed pickup, distinguishing them from the container-placement rules in Sections 206 and 207.
