Toledo, OH Trash & Recycling: Pickup Rules & Schedules (2026)

Toledo's pickup rules for what goes out and how are set by Section 207, Acceptable Refuse Container & Weight Limits, in Appendix D to the Municipal Code. The rule requires that refuse and recycling be placed in City provided containers, with refuse in the gray container and recycling in the blue container. All refuse and recycling must be contained inside the container for collection, with the lid completely closed, and the weight of the container cannot exceed the weight identified on the container itself.

Each household receives one 48- or 96-gallon gray refuse container and one matching blue recycling container under Section 203; anything placed beside the containers rather than inside them is not guaranteed collection unless the resident has an approved exemption under Article III's Solid Waste Accommodation Program (SWAP). Section 208 further specifies that household waste must be bagged before it goes into the gray container, and that hypodermic needles have to be sealed in a rigid sharps or detergent-style container before they go in the refuse bin. Containers themselves stay City property: Section 203 bars removing a container from its assigned address without authorization, and a resident who damages, defaces or burns a container through their own fault is billed for a replacement under Section 205(C).

There is one important exception to the everything-inside-the-container rule, and it is recent. Under the City's bulk collection rules effective January 5, 2026, residents may "place up to 5 bulk items at the curb each week with their regularly scheduled trash pickup", with each item or bundle under 40 lbs and no appointment required. That is a bulk allowance, not extra capacity for ordinary household trash: loose bags of routine refuse set beside the cart are still not collected, and the City's not-collected list expressly includes loose, unbagged or unbundled debris. Branches, wood and rugs must be tied "in a 3' x 4' bundle", mattresses bagged or wrapped, and nails or screws removed or pounded flat.

Crews are not required to service a container that breaks these rules. Section 207 states plainly that failure to follow these rules may result in refuse and/or recycling not being collected, so overfilled, open-lid, or overweight containers can be skipped on the regular route. The same applies to bulk items set out incorrectly, which the City says will be left at the curb.

Anyone working from older guidance should note that Appendix D Section 209 still describes a scheduled oversized-item pickup requiring 48 business hours' notice and limited to once per quarter. That service was discontinued after December 30, 2025. Because Appendix D Section 101 provides that these regulations are issued by the Director of Public Service, the City's currently published rules govern while the codified appendix lags behind.
