A companion provision, Sec. 1, separately bars depositing waste on any public street, highway or grounds, on private premises, or into a storm drain, manhole or sewer, except at places the City Manager designates or as law provides; that section also sets technical limits for kitchen garbage disposals connected to the sewer, including a minimum two-gallon-per-minute water flow and sieve-size grinding standards for the ground garbage.
Enforcement of both sections runs through Chapter XXI's general enforcement article: the City's enforcement agency can inspect and investigate under Sec. 1, and violators face an infraction under Sec. 2(a).
