Sec. 6 gives every residential customer the right to schedule a clean-up collection event by contacting the franchisee, which must then provide the service on the customer's regularly scheduled collection day within five business days of the request. Each event lets the customer set out, at no charge, up to three cubic yards combined of reusable materials, recyclable materials, yard trimmings and solid waste, plus up to three bulky items, one of which may be an E-waste item such as a computer monitor, keyboard, mouse or CPU treated as a single item.

Anyone who wants to dispose of more than these limits must pay the franchisee's rate for the excess, capped by the City's established rate ceilings. on the pickup day, but not before the Saturday immediately preceding the scheduled event, so trimmings and bulky items cannot simply sit at the curb for a week. Outside of a scheduled clean-up event, yard trimmings placed for regular collection must fit inside the franchisee-provided organic materials container, since Sec. 21-1 classifies yard trimmings, including grass, leaves, prunings and branches, as a subset of organic materials rather than a separate waste stream.
