La Grange, MO Trash & Recycling: Illegal Dumping (2026)

Section 215.720, among Chapter 215's offenses, makes it 'illegal for any persons, corporation or other entity to dump any trash, brick, stones, brush or any other materials, either liquids or solids, in the City parks or land used for City parks of the City of LaGrange without permission of the City Council.' The prohibition covers both liquid and solid materials and reaches any City park land, not just designated dump sites. Separately, Chapter 235's Solid Waste Management code addresses dumping city-wide: § 235.090(A) lists five prohibited practices, including depositing waste in someone else's container without written consent, interfering with collection crews or equipment, burning solid waste without an approved incinerator and air-pollution variance, and, at Subsection (A)(4), 'Dumping of solid waste at any facility or location which is not approved by the Department of Natural Resources.' That subsection reaches dumping anywhere in the City, whether on vacant land, along a roadside or on another person's property, not only in parks.

Section 235.090 also treats operating without the City's solid-waste-hauler permit, or after a permit has been suspended or revoked, as a prohibited practice under Subsection (A)(5). Neither § 215.720 nor § 235.090 states its own fine, so both default to the citywide general penalty in § 100.220: a fine of $10 to $1,000, up to three months in the city or county jail, or both, with each day a violation continues counted as a separate offense. Enforcement of the park-dumping ban runs through the Police Department and the Street Committee that oversees City park land, while solid-waste dumping complaints are handled by whoever the City has designated to manage the Solid Waste Management chapter under § 235.110.
