Section 16-3-1-325 targets dumping in excess of four cubic feet, the threshold that separates it from the lesser littering offense at Section 16-3-1-321 (deposits under four cubic feet). The ordinance reaches garbage, trash, waste, rubbish, refuse, debris or 'other deleterious substance' placed on public property, on someone else's private property without consent, or on the dumper's own private property when doing so violates county or state zoning or public health regulations, and it expressly extends to filling dumpsters or trash receptacles located on private property without authorization.
