Section 7-33-1-3304(A) bars a recycling bin from any R-1 or R-2 residential zoning district or from sitting within two hundred feet of a one- or two-family residence. Section 7-33-1-3304(B) keeps bins out of front or side building setbacks, off publicly owned or dedicated property, and out of the sight triangle at any intersection, though a bin sponsored by or contracted with the city may sit on public property as long as it never sits in a street right-of-way or easement. Section 7-33-1-3304(C) caps placement at one bin or group of bins totaling no more than eight cubic yards per acre per location, with no more than ten feet between bins placed in a group.

Section 7-33-1-3304(D) requires bins and their access, parking and maneuvering areas to sit on hard-surface pavement, except bins in a P-F zoning district may use gravel or an equivalent surface. Section 7-33-1-3304(F) requires screening with an opaque fence or wall six to eight feet tall whenever a bin or bin group exceeds one hundred fifty square feet in total area and sits near a street, an R-1 or R-2 district, or a one- or two-family residence, though P-F district bins are exempt from screening. Section 7-33-1-3304(G) and (H) require collected material to stay fully inside the bin, with no accumulation of trash outside it, and require the bin itself to be kept in like-new, weatherproof condition.
