Full Breakdown

City Code Section 22-4-1-404 sets the ground rules that apply to every pickup, not just carts: collectors must exercise reasonable care with storage containers and secure lids, and whoever removes a lid has to put it back. Businesses that generate excessive accumulations of garbage, such as fowl or animal killing/dressing plants, hotels, restaurants, or other food-service establishments, can be excluded from City service, but only after the operator secures a written permit from the licensing officer under Article 7-19; that permit can be revoked whenever the licensing officer decides it is needed for public welfare.

Salvaged automobiles, buses, refrigerators, and heavy dead animals must be removed at the owner's expense by a method the health officer directs, and manure, waste oil, and similar matter must be cleared so it does not become a nuisance; household pet waste is collected only if wrapped and sealed in moisture-proof paper. Meddling with containers, pilfering, scavenging, or junking in any alley or street is flatly prohibited, and unauthorized refuse or junk collection anywhere in the city is banned except as the article itself allows.

Items the City has designated non-collectible in the Solid Waste Set Out Guide cannot be mixed with regular curbside waste; the occupant must dispose of them separately and promptly at their own expense.

Violations & Fines

Violating any provision of Article 22-4-1, including the bans on scavenging and unauthorized collection, is punished under Section 22-4-1-411 applying the general penalty in Section 1-1-119(A)(5): up to a $750 fine or 60 days in jail, with each day of noncompliance treated as a separate violation. A business excluded from City service that skips the required Article 7-19 permit is subject to the same penalty and permit revocation.

Frequently Asked Questions

Can someone else go through my trash cart in Lawton?
No. City Code bans meddling with refuse containers or pilfering, scavenging, or scattering their contents in any alley or street within city limits, regardless of who owns the cart.
Do restaurants get regular City trash pickup in Lawton?
Establishments with excessive accumulations, like restaurants or food processors, can be excluded from City service, but the owner must get a written permit from the licensing officer and remove the waste at their own expense.
Can a private hauler pick up trash in Lawton without a permit?
Collecting refuse or junk anywhere in the city is prohibited except as the ordinance provides, so excluded businesses and their private or contract haulers still need the Article 7-19 permit before removing waste.
