Section 7-33-1-3302(A) makes it unlawful to place or allow to be placed any recycling bin outside of a building within the city limits without first obtaining a business license from the city's licensing agent. No new or renewed recycling bin license may issue to an applicant whose bin license was revoked within the previous three calendar years.
