South Fulton's Solid Waste Ordinance bans open dumping or burying waste without a permit and prohibits littering streams and stormwater systems. Illegal dumping is also a crime under Georgia law: littering under O.C.G.A. 16-7-43 is a misdemeanor (up to $1,000 and a year in jail); larger 'egregious litter' dumps escalate to high-and-aggravated misdemeanors or felonies.
South Fulton's Solid Waste Ordinance (Title 6, Chapter 2) prohibits disposing of solid waste in an open dump and bars any person from causing, suffering, allowing, or condoning open dumping or the burying of waste on their property without a permit authorized by the city or another government with jurisdiction (referencing Georgia DNR Environmental Protection rules). The ordinance also makes it unlawful to place litter or debris in the city's streams, bodies of water, or stormwater systems, and prohibits scattering or vandalizing waste containers. Georgia state law backs this up. Under O.C.G.A. 16-7-43, it is unlawful to dump, deposit, throw, or leave litter on any public or private property or in any waters without consent; a violation is a misdemeanor punishable by up to a $1,000 fine and up to one year in jail, and the court may order the offender to pick up litter from public or private property. For larger dumps, O.C.G.A. 16-7-51 to 16-7-53 treat 'egregious litter' not exceeding 500 pounds or 100 cubic feet (non-hazardous, non-commercial) as a misdemeanor of a high and aggravated nature, while hazardous, biomedical, or commercial dumping is a felony punishable by up to a $25,000 fine and up to five years in prison.
Report illegal dumping to Code Enforcement via SeeClickFix or 470-809-TELL; the city can cite under the Solid Waste Ordinance, and police can charge littering or egregious-litter offenses under O.C.G.A. 16-7-43/16-7-51 to 16-7-53. Penalties range from a $1,000 misdemeanor fine and jail to a $25,000 felony fine and five years for hazardous or commercial dumping.
