The city manager may authorize additional providers to negotiate directly with industrial properties that need special service, or property owned by a federal, state or county government, under the exception in subsection (c). Waste must go into bags or authorized containers under Sec. 3, with a 65-pound weight cap unless the container states otherwise, and any material placed outside an authorized container will not be collected.

Sec. 6-2011.12 makes any violation of the solid waste chapter, including skipping mandatory service, punishable on conviction by a fine of not less than $200.00 and not more than $1,000.00, plus up to ten days of community service. Each day a violation continues counts as a separate offense, and the violator must also reimburse the city for any cleanup costs it incurs.
