(a)Dumping earth material on public and private property. It shall be unlawful for any person, firm, corporation or other entity to dump or otherwise place any trash, garbage, leaves, dirt, construction materials, rubbish, tree limbs ... in, over, along, upon or through any gutter, creek, drainage way or ditch in any street or public way or easement in the city. ... (d)Penalty. Any person, firm, corporation or other entity violating any provision of this section shall be fined not less than $25.00 nor more than $500.00 for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
