Vestavia Hills, AL Trash & Recycling: Illegal Dumping (2026)

Vestavia Hills' dumping regulations in Sec. 14-3 separate two distinct bans. Subsection (a) makes it unlawful to cause or permit dumping or depositing of soil, rocks, dirt, gravel, mud or other earth material on any public or private property in the city, unless the deposit fits one of five listed purposes: construction during the normal construction period, grading during the normal grading period, filling during the normal filling period, growing grass, shrubs or trees, or cultivation, and even then the dumping must occur under the supervision of the city engineer or building inspector.

Subsection (b) separately bans dumping trash, garbage, leaves, dirt, construction materials, rubbish, tree limbs, grass cuttings, metal waste, concrete waste, scrap wood or debris into any gutter, creek, drainage way or ditch, or in, over, along or through any street, public way or easement in the city. A related provision, subsection (c), preserves residents' right to place garbage and trash in authorized litter receptacles for collection under the terms of Ordinance No. 374, adopted June 6, 1977. 00 for each offense, with a separate offense deemed committed on each day a violation occurs or continues, meaning dumped material left in place can generate a new fine daily until it is removed.
