Section 14-31 of the Code of Ordinances puts the city's sanitary department in charge of garbage, trash, hauling and disposal service for single-family and multifamily residences inside the city limits, and for police-jurisdiction residences at the city's discretion. Garbage is collected twice weekly and trash once weekly. Garbage must sit in a garbage container that meets city standards; plastic liners and bags are recommended but crews will skip containers that don't meet the standard. Fireplace ashes, rocks, dirt, and rubbish or limbs left over from lot-cleaning work are never collected on the regular route.

on collection morning. Any dog that harasses the crew has to be leashed, chained, fenced or otherwise restrained on service days, and dog or cat litter must go out in a sealed bag or container. Service outside the city limits but inside the police jurisdiction carries a separate fee schedule under Sec. 00 charge for each extra container. Billing under Sec. 14-17 is due in advance quarterly, semiannually or annually, and the sanitary department will cut off service for nonpayment, resuming only at the next scheduled delivery after payment clears.

Residents who opt out of city service entirely still have to store and dispose of refuse at the same frequency as city collection, under a method approved by the county health department (Sec. 14-18).
