Beaumont, CA Trash & Recycling: Mandatory Organics Recycling (2026)

Section 8.12.160 of the Beaumont Municipal Code, adopted November 16, 2021 and effective January 1, 2022, makes organics service mandatory at every single-family premises in the City of Beaumont, California. The code defines single-family residential premises as any residential premises with fewer than five units, and the City Manager has sole authority to resolve ambiguity over whether a premises is single-family or multifamily. Subsection (B) sorts the waste: source separated organic waste, including food waste, into the organic container; source separated recyclables into the recycling container; and garbage into the garbage container, with no prohibited container contaminants in any of them.

Subsection (A) makes generators arrange container size, quantity and collection frequency to store all solid waste between collections, and gives the City the right to review container counts and sizes and to require adjustments. Subsection (D) allows feeding organic waste to animals on the premises where it is produced, if the site stays sanitary, creates no public nuisance and complies with animal regulations. Subsection (E) allows on-site or community composting under 14 CCR Section 18984.9(c), and 8.12.500(C) confirms home composting in a non-franchisee container is not a violation. Under (F), generators must give access during inspections, except inside a private residential dwelling unit.

Commercial generators face a parallel rule in 8.12.170, including all multifamily premises with five or more units. They must subscribe to sufficient service, provide labeled containers, educate tenants within 14 days of occupation, and use gray or black lids for garbage, blue for recycling and green for organic waste. Waivers for de minimis volumes or physical space limits are handled by the City Manager under 8.12.180, and remote container monitoring is authorized by 8.12.700.
