Beaumont, CA Trash & Recycling: Bin Placement Rules (2026)

Section 8.12.110 of the Beaumont Municipal Code sets a two-way 24 hour window for every premises in the City of Beaumont, California. Under subsection (B), no person can place a container in a public right-of-way for collection by the solid waste franchisee more than 24 hours before the normal collection time, and containers must be removed from the right-of-way within 24 hours after collection. The stated purpose is to minimize interference with public rights-of-way.

Subsection (C) is the storage rule that surprises new residents: except while a cart or bin is placed for collection, no cart or bin can be visible from the public right-of-way. In practice that means side yards behind a gate, garage storage or a screened enclosure. The definitions in 8.12.020 tell you what is covered: a cart is a container typically between 64 and 96 gallons, and a bin is typically between one and eight cubic yards, both provided by the franchisee. Debris boxes have their own limit in the same subsection, up to 30 consecutive days and no more than 60 total days in any 12-month period at a single-family premises.

Related sections tighten the rule. Section 8.12.110(A) requires enough containers to hold a week of solid waste, recyclables and organics without spilling, leaking or emitting odors. Section 8.12.500(D) bars putting an overfilled container out for collection. Section 8.12.120 makes the person in charge responsible for cleaning up anything spilled until the franchisee picks it up. Section 8.12.510 stops anyone other than the person in charge or the franchisee from moving a container from where it was placed. Separately, 8.32.260 declares garbage or trash cans, containers or plastic bags stored in front or side yards, visible from the public right-of-way, or causing offensive odors, a public nuisance.
