Beaumont, CA Trash & Recycling: Dumpster Rules (2026)

Section 8.12.500 of the Beaumont Municipal Code controls which dumpsters can sit on a property in the City of Beaumont, California. Under subsection (A), no person in charge of a premises can keep solid waste, recyclables or organics in any container other than one provided by the appropriate franchisee or approved by the City under a self-haul permit. Subsection (B) turns any other container into prima facie evidence that the owner is engaging in solid waste disposal in violation of the chapter, and it can be abated as a public nuisance and impounded. Subsection (D) prohibits placing an overfilled container out for collection. Under the chapter's definitions, a bin is typically one to eight cubic yards and a debris box is typically ten to 40 cubic yards, and "container" covers carts, bins and debris boxes.

Roll-off boxes have a duration limit in Section 8.12.110(C): a debris box can sit visible from the public right-of-way at a single-family residential premises for up to 30 consecutive days and no more than 60 total days in any 12-month period. Franchisees must provide debris boxes on request and pick them up when the account holder is finished (8.12.230(B)). Commercial generators must subscribe to a service level sufficient for their garbage, recycling and organics (8.12.170(B)), and new containers must be gray or black for garbage, blue for recycling and green for organics, with labels on new containers from January 1, 2022.

Impound steps are spelled out in 8.12.760. The public works director posts a notice to remove, the owner has three calendar days, and after that the container can be removed and stored by the City or a contractor. An unclaimed container is deemed abandoned after 30 calendar days. Release requires payment of actual removal, storage and disposal costs plus any fees or fines set by Council resolution. Under 8.12.510, nobody but the person in charge or the franchisee can move a container or remove its contents.
