Section 8.12.110 of the Beaumont Municipal Code puts three duties on every person in charge of a premises. First, keep enough containers on site to hold all the solid waste, recyclable materials, and organic waste the premises produces in a week without spilling, leaking, or emitting odors. Second, use only containers provided by the solid waste franchisee or approved under a valid self-haul permit. Third, follow the curb rules: no container goes into the public right-of-way more than 24 hours before the normal collection time, and it must be removed from the right-of-way within 24 hours after collection. Between pickups, no cart or bin can be visible from the public right-of-way. A debris box at a single-family home can sit in public view for up to 30 consecutive days and no more than 60 total days in any 12-month period.

Collection runs through the City's franchisee, not city crews. Section 8.12.230 has the franchisee arrange regular service with each account holder under the terms of its franchise from the City Council, and requires it to provide on-call bulky-waste collection and debris boxes when requested. Section 8.12.130 sets the frequency floor: waste must be disposed of as often as needed to avoid accumulation, and never less than once a week, except while a premises is temporarily unoccupied and not accumulating waste because of out-of-town travel or a similar situation. Section 8.12.500(D) bars anyone from putting an overfilled container out for collection.

Every premises in the City must have solid waste handling service. Single-family owners who want to haul their own waste need a self-haul permit from the Public Works Director. That permit expires every December 31, and permittees must dispose of waste weekly at a licensed facility and keep the receipts.
