Beaumont, CA Trash & Recycling: Recycling Requirements (2026)

Section 8.12.150 was adopted by Ordinance No. 1143 on November 16, 2021, effective January 1, 2022, and it makes recycling mandatory for every kind of premises in the City of Beaumont, California. Its stated purpose is to increase diversion of recyclable materials from landfills, extend landfill life, reduce greenhouse gas emissions and avoid the consequences of missing State diversion requirements. Subsection (B)(1) puts the duty on owners, landlords, tenants and occupants jointly or severally, so a landlord cannot simply point at a tenant.

Commercial and multifamily premises carry extra duties. Under (B)(2), occupants or landlords must designate recycling collection and storage areas for employees and independent contractors and post appropriate signs near them. Under (B)(3), they must educate employees, occupants and contractors about available recycling services, including accepted materials, container locations and the duty to recycle. That information goes out periodically, and to every new occupant, newly hired employee and newly retained contractor, with updates whenever service changes.

The accepted list is defined in Section 8.12.020 and includes aluminum cans, glass jars and bottles, steel and tin cans, recyclable plastics, juice boxes and milk cartons, detergent containers, scrap metal, newspapers, mixed paper and corrugated cardboard. Contamination is policed: under 8.12.500(A) recyclables must be separated from solid waste and organic waste, and 8.12.700 authorizes inspections and remote monitoring of containers, though not entry into a private dwelling. Commercial businesses can seek a de minimis waiver under 8.12.180, for example when organic waste is under 20 gallons per week on two or more cubic yards of weekly service. Self-haulers on a single-family premises must take recyclables to a licensed or permitted recycling center (8.12.310(E)).
