Conway, AR Trash & Recycling: Pickup Rules & Schedules (2026)

Conway Municipal Code § 5.04.11(C) lets any resident of the City of Conway, Arkansas who is physically incapable of delivering solid waste to the curb apply in writing to the City Sanitation Department for a waiver from that delivery requirement, regardless of age, race, creed, color or national origin. The Sanitation Department accepts the written application in most cases, but if a supervisor questions whether the physical limitation is real and it is not obvious on its face, the department can require a physician's signed affidavit confirming the resident has a debilitating condition that prevents curbside delivery.

Enforcement runs through subsection E: any person, firm or corporation that violates a provision of the sanitation ordinance is guilty of an unclassified misdemeanor, and a curb citation is issued for the resident's convenience. Paying that citation before the court appearance date keeps the fine at a minimum of $5.00; letting it go unpaid past the appearance date, or contesting it in District Court, adds court costs of $25.00 under Arkansas Code Annotated § 16-10-305(a)(4). Repeat violations escalate on a rolling twelve-month clock measured from the prior offense: a second violation within that window costs $10.00, a third costs $20.00, and a fourth or any later offense within the same twelve months costs $50.00.

Because the waiver and the penalty sit in the same section, a resident who qualifies for the waiver is exempted from the curb-delivery duty that the penalty schedule otherwise enforces, while everyone else remains on the hook for the escalating fine structure if collection rules are ignored.
