Laguna Niguel operates a three-cart curbside system through CR&R: a black cart for landfill trash, a blue or brown cart for recyclables, and a green cart for organics. The city launched its residential organics program on July 1, 2019, ahead of California Senate Bill 1383, which mandates statewide organic-waste recycling. Under SB 1383, food scraps and yard waste go in the green cart. Collected organics are processed at CR&R's Regional Organics Anaerobic Recovery (ROAR) facility in Perris into renewable natural gas and compost. SB 1383 requires businesses and multi-family properties to recycle organics, and AB 341 and AB 1826 require commercial recycling. Requirements are set under Municipal Code Title 6, Division 3, Article 2.
