Section 6-3-98 of the Laguna Niguel Municipal Code prohibits placing, depositing or dumping solid waste of any kind on private or public property within 1,000 feet of a public highway in the city, or within 500 feet of any established residence or dwelling house, unless the person first obtains a use permit under the city's zoning laws. The prohibition reaches both the person who does the dumping and anyone who causes, suffers or permits it to happen on their property.
