Laguna Niguel, CA Trash & Recycling: Mandatory Organics Recycling (2026)

Section 6-3-701, effective January 1, 2022 under Section 6-3-713, requires single-family organic waste generators, meaning households in premises of fewer than five units, to subscribe to the city's organic waste collection service for all organic waste they generate, under Section 6-3-701(a). The city can review the number and size of a household's containers to confirm adequate capacity, and can require a generator to change its service level. Households may instead reduce their organic waste, manage it on site, or use a community composting site capped at 100 cubic yards under 14 CCR Section 17855(a)(4), in place of subscribing.

Once subscribed, Section 6-3-701(b)(1) requires food waste and other source separated green container organic waste to go in the green cart, source separated recyclables in the blue cart, and everything else in the gray cart. The rule reaches beyond households: Section 6-3-704 separately requires large supermarkets, restaurants and other 'tier one' and 'tier two' commercial edible food generators to arrange with a food recovery organization to donate edible food that would otherwise be thrown away, phased in January 1, 2022 and January 1, 2024. The city ran an education-only period through December 31, 2023 under Section 6-3-712(h); civil penalties for organics violations began January 1, 2024.
